What We Have Done
Legislation
- Zero Tolerance: Working independently or with statewide coalitions, The Council has helped pass underage zero tolerance laws in seven states. According to traffic safety experts, this effort represents up to 162 young lives saved annually. more
- Administrative License Revocation: Working alone or with statewide coalitions, the Council has helped pass adult Administrative License Revocation (ALR) laws in seven states. Traffic safety experts estimate that passage of ALR laws in these states translates to between 198 and 296 lives saved annually. more
Alcohol Industry Involvement
- Point-of-Sale Campaign: The Council's Front Lines campaign has resulted in the distribution of more than 5.1 million pieces of underage point-of-sale material to over 100,000 retailers nationwide. A survey found that retailers say the materials help to deter young people from attempting to purchase alcohol illegally. more
Enforcement
- The Cops in Shops ® program teams law enforcement and alcohol retailers to deter underage purchase attempts and adults purchasing for underage youth. As of July 1, 1997, it is in use either statewide or in individual communities in 38 states. The program's deterrent effect and the actual arrests or citations it generates have been cited in a study by the National Association of Governors' Highway Safety Representatives. more

- Ready or Not: Talking With Kids About Alcohol, a community program of The Century Council developed in partnership with Boys & Girls Clubs of America. Independent evaluation confirms that Ready or Not motivates adults to talk with kids ages 10 to 14 about alcohol, and helps them decide what to say. more
- Full House at Prom Night, developed in partnership with the National Commission Against Drunk Driving. Full House reached more than two million students in 16,000 middle and high schools. Teacher surveys confirmed the program's usefulness.
- Brandon Silveria live and video programs. Unsolicited audience response confirms the impact of Brandon's live presentations to more than 250,000 high school students.
Despite his permanent and visible speech and walking disabilities, Brandon delivers a compelling message to teens about the dangers of drinking and driving. Brandon's proactive efforts to educate teens and encourage responsible decisions continue to make an impact at schools across the country. In fact, a pin-drop can be heard in high school auditoriums when Brandon is at the podium making his presentation.
The video has won a first-place "FREDDIE" award in the American Medical Association's 1996 International Health and Medical Film Competition, as well as a 1995 first-place "Chris" award for excellence in educational film/video. Anonymous student surveys confirm that it causes students who have driven after drinking or ridden with a drinking driver to rethink their behavior. more
Promising Practices Sourcebook: Through a grant from The Century Council, an independent panel of national experts selected more than 100 of the most promising anti-alcohol-abuse programs in use today and made them available to colleges and universities nationwide.
The Promising Practices website contains the text of the Sourcebook and connects directly to campuses and resources cited in these materials. In addition, where available, campus project personnel are actively involved in training, workshops and presentations with numerous groups. more
Ethnic Programs
- Si Toma, No Maneje: The Council's bilingual Hispanic program is the largest and most comprehensive anti-drunk-driving program in the country serving our rapidly growing Hispanic population. California law enforcement officials have credited the program with contributing to a steady decline in Hispanic DUI arrests in California since 1991. The Council continues to expand the program to states with high Hispanic populations. more
Hice La Promesa! Hispanic church-goers in Catholic parishes nationwide have participated in the ¡Hice La Promesa!® program, in which they sign a promise to not drive drunk and to prevent friends and family from doing so. Two satellite broadcasts of High Masses featuring ¡Hice La Promesa! reached more than 24 million people in the U.S. and parts of Latin America. more
- Ready or Not and Sin Rodeos: Working with leaders from the Hispanic and Native American communities, the Council has created a Spanish-language edition of Ready or Not titled Sin Rodeos:® Hablando con los niños sobre el alcohol featuring all Hispanic actors and experts, and a Native American edition that includes scenarios relevant to Native American culture. more
Hardcore Drunk Drivers
- Through joint sponsorship of three annual conferences and the results from six regional hearings, the National Commission Against Drunk Driving and the Council have placed the issue of 21- to 34-year-old drunk drivers on the national agenda. In Sacramento, California, one of four NCADD pilot areas, the Council is leading the effort to develop new messages, strategies and delivery systems to reach this resistant group.
- With the Insurance Institute for Highway Safety, the Council produced a video documentary describing programs that combine incarceration and treatment for recidivist drunk drivers. The documentary was distributed nationwide to 20,000 county executives, public officials and law enforcement agencies.
- The Project Intercept pilot program uses surveillance to prevent convicted drunk drivers from driving without their licenses. After one-third of those targeted were arrested, word quickly spread that a convicted drunk driver violating probation by drinking or driving without a license was likely to be caught and jailed.
- Council-sponsored symposia in Massachusetts and Ohio have provided information to lawmakers about hardcore drunk drivers, and involved them in developing effective responses, to aid them in developing effective responses for their states. visit the website
Public Awareness
Recent research commissioned by The Century Council reveals that 65% of underage youth who drink obtain alcohol from family and friends. Equally important, only 7% of youth report that they obtained alcohol from retailers who failed to check for identification. Based on this data, The Century Council has created a new campaign that highlights the point of access to alcohol by underage youth and encourages parents to play a more active role in keeping alcohol out of the hands of our nation's youth. more
- Turnkey "how-to" manuals for designated driver programs are available free to communities nationwide.
Nearly 300 video and audio public service announcements (PSAs) have been created and distributed.
- Paid media campaigns in some of the states where the Council has helped pass ALR or zero tolerance laws have dramatically increased public awareness of the laws, thus significantly increasing their deterrent effect. more
Coalition Building
- The Council initially formed grass-roots coalitions, called Century Cities, in six widely diverse cities. An independent evaluation has confirmed the effectiveness and replicability of the Council's coalition-building process. Programs developed in the Century Cities are now being used in communities throughout the country.
