A sourcebook for legislators, highway safety officials, law enforcement officers, judges, prosecutors, community activists, and treatment professionals, Combating Hardcore Drunk Driving aims to reduce and eliminate hardcore drunk drivers and fight the problem more effectively.
The original sourcebook, which has been reprinted twice, is a frequently cited reference and resource for safety advocates and state leaders. It is a living document which is updated regularly and can be downloaded below. It includes information on a broad range of policies, laws, sanctions, and treatment programs, and was culled from professionals in the fields of alcohol abuse and traffic safety and from surveys of U.S. territories, special jurisdictions, and every state. It also includes a profile of each state’s hardcore drunk legislative and program activities.
In 2000, The Coalition to Fight Hardcore Drunk Driving was formed as an effort to combine the resources of each organization's similar programs creating synergy in the fight against the hardcore drunk driver. In addition to The Century Council, current Coalition members include: AAA National, National Transportation Safety Board, Nationwide Insurance, and the National District Attorneys Association.
Objectives and Tactics
Research shows that a system to deter, detect, punish and change the behavior of hardcore drunk drivers should be based on swift identification, certain punishment and effective treatment. An important factor for success is an accountable statewide planning group or task force, with representatives from pertinent state agencies and interested organizations, to spearhead change and monitor effectiveness.
