Probation and Parole

Launched in the spring of 2010, the "Hardcore Drunk Driving Community Supervision Guide: A Resource for Outlining Supervision Challenges, Effective Strategies, and Model Programs" is the most recent component of The Century Council's multi-disciplinary judicial education efforts. Developed in partnership with The American Probation and Parole Association, this publication is designed to assist community supervision professionals in recognizing the complexities of hardcore drunk driving cases and identifying strategies to effectively supervise these offenders, throughout the various stages of the justice process.

Community corrections professionals are in a unique position to have an impact on system efforts directed towards HCDD offenders. As the single justice entity that is typically involved with offenders from the beginning to the end of the judicial process, community corrections can play a leading role along with law enforcement, judges, prosecutors, treatment, and prevention partners in the development and implementation of effective strategies to promote public safety, facilitate behavioral change, and reduce the number of hardcore drunk drivers endangering the roads each day.

Hardcore Drunk Drivers:

  • Drive with a high blood alcohol concentration (.15 or above)
  • Do so repeatedly, as demonstrated by having more than one drunk driving arrest
  • Are highly resistant to changing their behavior despite previous sanctions, treatment, and/or education
  • Are 385 times more likely to be involved in a crash than a non-drinking driver
